ginger garlic- 1 tbsp
green chilly

fennel powder-1/2 tsp
garam masala-1/2 tsp
rice flour

Preparation
Cook beef with salt and pepper powder, then crush it well. Heat oil in a pan, add onion, curry leaves, ginger garlic and green chilly, saute it well, then add masala powders, mix all, now add beef, combine well and cook it for 2-3 minutes, then turn off flame. Prepare putt powder, then make putt by adding beef mix in between the layers of rice flour, then steam it well.
